Job DescriptionStarting Salary $67,300Program Managers supervise, train, and support Employment Specialists, including monitoring their timesheets, billable time, service plans, and quality of services to consumers.
The Program Manager is responsible for the review of services to assure quality services.
Program Managers will be responsible for providing project management to special projects such as Project Search, Pre-ETS, WISA, TTW, DD Waiver, GSE, LTESS/EES, PBS, etc.
as needed by the department.
This position facilitates compliance with regulations/standards for DBHDS, DARS, CARF, Ability One, DOL, DMAS, HIPAA, contractual requirements, and federal, state, and local laws and regulations.
This position promotes best practices consistent with the philosophy of Employment First, customized employment, and person-centered planning.
Administrative/Program Management Provides management, training, and support to Employment Specialists.
Oversees assessment, intake, referral, and discharge process.
Oversees the individual service plan process, including reviewing and approving plans and intake/annual paperwork.
Assures full compliance with Didlake, Inc.
Policies and Procedures, contractual requirements, and standards promulgated by DBHDS, CARF, DARS, Ability One, DOL, DMAS, and HIPAA.
Monitors and approves timesheets and expense requests for Employment Specialists.
Provides technical assistance on crisis management issues to Employment Specialists and other appropriate Didlake personnel.
Promotes best practices in the implementation of employment and community services.
Oversees the efficient and effective completion of electronic client records requirements, including the management of client cases, records files, and billing.
Assists Director with monitoring the proper utilization of CSB, DARS, EES, LTESS, and Medicaid funds.
Manages equitable distribution of caseloads to assigned Employment Specialists.
Assists with the training and providing orientation to new employees.
May be assigned lead on special projects and/or specific service areas, as needed by the department.
Participates on corporate and community committees, as assigned Participates in fiscal year budget development.
Attends staff meetings with supervisors and departmental staff.
Provides service support, oversight, coverage, and management of assigned staff caseloads.
Completes and maintains all required Didlake training.
Quality Assurance Reviews the quality of plans and progress towards goals.
Assist with the execution of consumer/customer satisfaction surveys.
Reviews narratives and compare them to billing to assure billing is correct and reasonable for the service provided.
Reviews timesheets and compares to billing to assure correct payment to Employment Specialists.
Reviewing and approving monthly expense reports.
Completing regular and annual performance reviews/evaluations for Staff.
Marketing/Public Relations Develops and maintains a network of resources with case managers and vocational rehabilitation counselors.
Serves as a contact for information and referral to community representatives.
May serve as Didlake's representative at professional association forums.
Markets Supported Employment Program to Vocational Rehabilitation Counselors and local Community Services Board Case Managers to generate referrals.
Identifies employment options for consumers of services.
Makes presentations to prospective employers and companies.
Provides disability education and develops natural support among staff employees.
Identifies job opportunities with potential employers in commercial and governmental industries (Job Development).
Participates in job fairs and organizes recruitment campaigns on behalf of populations served.
Arranges meetings with hiring authorities of businesses to promote job prospects.
Participates in materials development for public relations and marketing efforts.
Assists with conducting employer satisfaction surveys with the employer.
Direct Services (as needed by the department) Conducts intake of assigned consumers.
Provides individual supported employment to assigned consumers, which may include situational Assessments, Job Placement and Training, and Follow-along services.
Provides other related services to consumers, such as benefits planning and/or positive behavior support if credentialed/certified.
May be assigned daily oversight of Group Supported Employment operations, and GSE consumers working on a Didlake contract site, to include coordination with Didlake CO on contract needs.
Ensure Group Supported Employment services are in full compliance with Home and Community-Based Services (HCBS) Settings Regulations.

Requires that the person-centered planning process is directed by the individual or the individual's chosen representative; Outlines the minimum requirements for person-centered service plans with individually identified goals and preferences.

RequirementsEducation:
BA/BS degree plus three (3) years of experience in supported employment or related field or a high school diploma and six (6) years of paid direct service experience in supported employment to people with disabilities.
Minimum 2 years of management experience.
Skills and Abilities:

Strong understanding of Waiver funding and utilization.
Possess strong time management skills.
Work independently with limited supervision.
Have strong interpersonal and teamwork skills.
Strong verbal and written skills.
Have demonstrated experience in positive, proactive behavior management techniques.
Proficient use of Microsoft Office Suite and computer-based case management systems.
Must have a valid driver's license and be insurable under Didlake's automobile policy.
Be willing to use their vehicle for travel.
